, but now we have agreement that these are going to be good-paying jobs because they're going to be union jobs, inside the arena as well as outside the arena. this is important. many of us often talk about labor peace, but i am, i think in these days, talking more about labor confidence and labor happiness because labor peace often says there's a dispute going on. here we're going way beyond dispute. we're actually making some assurances that our people who work the jobs in and outside of the arena will get the respect that they deserve. this is oftentimes -- if we lay that out early, and i think this is what the warriors are doing, they're breeding confidence in our labor force. not only do you have peace, but you can have confidence that you can have families around you supported by the jobs that we're creating here because they're going to be union-paying jobs. so, according to the fiscal feasibility report that is now on file officially with our city, we have indicated that there will be over 4300 direct jobs that will be created city-wide as a result of the what r warriors arena bein

that we have now signed. so those labor rates will vary as the union agreements change over a four-year period. and we have allowed for that, but we negotiated with the contractor of a mixed overhead rate throughout for the whole four years, as a percentage on the labor. and all of the monthly equipment rental rates were fixed and anvil builders, in fact, sbe certified and also have a disadvantage of veteran's business, who actually will be supplying the design and the electrical connections. and they have an agreement with usa hoists to provide all of the equipments which is leased to the project. so the contract will, in fact, exceed the 80 percent sbe. and we agreed with the negotiation of 9.25, approximately a million under the next lowest bid. all of the three proposals were inside of the original estimate. so the staff is really quite comfortable to recommend that the board authorizes the contract for 9.2 million to anvil builders. are there any questions? >> i just have one quick question. and so, being that you had three applicants but two were not responsive, because they

neighborhood services and northeast credit union. we would not only provide some free assessments by certified access specialists that would come out here to the commercial corridors like irving, like noriega and taraval in our investment neighborhood strategies, they would offer these free assessments that would do the inspection and allow the small businesses to understand what all the challenges are. so, it begins with that assessment. and then with the monies that we do have, we wanted to follow-up with our sf shines programs and other programs that we have and offer a combination of grants and micro lending loan programs that are available to these businesses so they can make the corrections in an affordable way. this is our city's attempt, it is fully supported by the board of supervisors, and this program i think now has its ability to be launched and have -- really meet these access challenges in a positive way. so, we're not just avoiding lawsuits. i think we do want everybody business to be compliant, as they should be. but we're caught up sometimes with businesses that change hands.
